goAML Registration in the UAE and the Risks of Non Compliance & Outsourcing

Understand the consequences of missing registration

Businesses within the UAE AML reporting framework need access to goAML so they can report relevant concerns to the Financial Intelligence Unit. Registration forms one part of a wider compliance programme. Firms also need customer checks, risk assessments, monitoring and clear reporting procedures. [1–4]

Check Whether Your Business Must Register

The duties apply to reporting entities, including financial institutions, relevant Designated Non Financial Businesses and Professions or DNFBPs, and virtual asset service providers. Assess your licensed and actual activities and identify the correct supervisor. A company does not become a reporting entity simply because it holds an asset. [1,2]

    • Check real estate brokerage, precious metals and stones dealing, independent accounting and auditing, and trust or company service activities against the applicable scope.
    • Follow your supervisor’s registration instructions. Financial free zones use their own supervisory arrangements.
    • Do not wait until a suspicious transaction occurs to arrange reporting access.

    Understand the Consequences

Missing registration can prevent normal access to the reporting platform and expose an in-scope firm to enforcement. A reporting failure can create a separate offence. Distinguish the registration issue from deliberate or grossly negligent failure to report suspicion. [1,5]

    IssueConsequenceSource
Failure to register where requiredThe Ministry’s published FAQ states AED 50,000 for non-registration. Confirm the applicable schedule and notice with the supervisor.FAQ [3]
Wider administrative AML breachesArticle 17 permits AED 10,000–5 million per violation and other supervisory measures. This range is not a single fixed goAML registration fine.Law [1]
Deliberate or grossly negligent breach of suspicious reporting dutyImprisonment and/or AED 100,000–1 million under Article 28. This offence has specific legal elements.Law [5]

Supervisory action can include restrictions or licence measures where the law allows. Banking relationships can also face practical disruption if the firm cannot answer compliance questions; account closure is not an automatic legal consequence of every registration lapse.

    Complete all Stages of Registration

The Ministry states that registration is free and requires approval of both the pre-registration and registration stages. Creating access credentials alone does not complete the organisation’s registration. [4]

    • Identify the compliance officer and prepare the required authorisation.
    • Gather the trade licence and the officer’s identity documents using the current official checklist. [6]
    • Complete the access registration stage, then submit the organisation’s goAML registration.
    • Monitor requests for corrections and keep the approval evidence.
    • Confirm that authorised personnel can log in and submit the required reports.

Keep the Programme Working After Approval

Federal Decree Law No 10 of 2025 and Cabinet Resolution No 134 of 2025 govern the current federal AML framework. Article 18 requires reporting entities to notify the FIU without delay when they suspect, or have reasonable grounds to suspect, the relevant criminal connection, regardless of value. The firm must maintain effective controls after registration. [1,2]

    • Verify customers and beneficial owners and update risk assessments.
    • Screen relevant parties and follow applicable sanctions requirements.
    • Monitor unusual activity and escalate concerns to the compliance officer.
    • Keep reporting decisions confidential and avoid tipping off the customer.
    • Train relevant staff and retain the evidence required by the applicable rules.

Take Action If You Discover a Registration Gap

Practical recommendation: confirm scope first, then contact the supervisor through the official channel and complete the missing steps promptly. Record when the gap began, how the firm identified it and the corrective actions. Registration does not erase an earlier breach.

    • Review past activity for unresolved reporting concerns.
    • Seek official directions if reporting access remains blocked when a report is required.
    • Respond to any penalty notice within the deadline stated in that notice.
    • Assign an owner to maintain access, contact details and compliance records.

    In A Conclusive View

Act early when your activities place the business within the reporting framework. Complete the registration, test access and maintain controls that help staff identify concerns. Alore Advisors welcomes accounting and compliance support enquiries through www.aloreadvisors.com.

    Practical UAE Examples

The following fictional examples show how businesses can apply the principles. They illustrate practical decisions and do not describe actual enforcement cases or guarantee a particular outcome.

A newly licensed broker plans to register only after completing its first sale. Its owner believes low revenue removes the duty. The firm should assess its real estate brokerage activities and the applicable DNFBP scope immediately. The Ministry’s published guidance tells in-scope firms to register after obtaining their commercial licence. [3]

    • Action: confirm the supervisor, appoint the compliance officer and complete registration without waiting for a large deal.
    • Lesson: VAT thresholds and company revenue do not determine whether a brokerage falls within AML reporting scope.

An independent accounting practice within scope creates access credentials and assumes it has finished. When its compliance officer tries to report a concern, the organisation’s registration remains incomplete. The Ministry confirms that the two registration stages require approval. [4,6]

    • Action: finish the organisation registration, respond to queries and retain approval evidence.
    • Lesson: test authorised access rather than relying only on a username or an application acknowledgement.

A client asks an in-scope company service provider to accept funds from an unrelated overseas payer and cannot explain the connection. The compliance officer should examine the evidence and assess suspicion. Article 18 requires reporting without delay where the legal suspicion threshold arises, regardless of value. [1]

    • Action: document the assessment, submit the appropriate report when required and keep the decision confidential. If access is blocked, seek urgent official instructions for an approved reporting route.
    • Lesson: a small amount does not remove a reporting duty. An unusual payment also does not automatically prove a crime.

A UAE bank asks an in-scope customer for evidence of AML arrangements. The firm discovers it never completed goAML registration. It should explain its status accurately, contact the supervisor and correct the gap. The bank will assess the relationship under its own controls; registration alone does not guarantee bank approval.

    • Action: maintain a dated remediation record and review previous activity for unresolved concerns.
    • Lesson: late registration does not cancel any earlier breach or remove a separate reporting obligation.

How International AML Bodies Support the UAE Framework

The Financial Action Task Force (FATF) sets global standards. The Egmont Group supports cooperation among financial intelligence units. The United Nations Office on Drugs and Crime (UNODC) develops goAML technology. UAE law and the relevant supervisor determine domestic duties. Businesses submit UAE suspicious reports to the UAE FIU through the approved process. [1,7–10]

BodyRole and relevance to a UAE businessSource
FATFSets international AML, terrorist financing and proliferation financing standards and assesses countries’ implementation. It does not register individual UAE businesses on goAML.[7]
Egmont GroupSupports secure exchange of financial intelligence and expertise among member FIUs. It does not receive a UAE firm’s routine goAML registration application.[8]
UNODCDevelops and maintains goAML software to support FIU reporting and analysis. The UAE operates its national registration and reporting arrangements.[9]
UAE FIUReceives and analyses relevant reports and information. Reporting entities follow its approved reporting procedures.[10]
UAE supervisory authoritySupervises the entities within its remit, issues relevant directions and takes enforcement action where authorised. Confirm the supervisor for the firm’s activity.[1,2]

Apply the International Principles in Daily Work

Use FATF materials to understand risk trends and international expectations. Apply the UAE requirements and any binding directions that govern your business. Monitor changes to country risk information and review your controls when your exposure changes. International standards guide national frameworks; they do not replace local registration or reporting duties. [7]

Practical example: a UAE company service provider receives unexplained funds from an overseas payer. Its compliance officer reviews the information and reports to the UAE FIU when required. The firm does not send the customer file directly to the Egmont Group or FATF. Competent authorities handle official international intelligence cooperation. [1,8,10]

    Frequently asked questions

    1. Does every UAE company need goAML registration

    2. Does low turnover remove the registration duty

Do not use VAT thresholds or revenue alone to decide. An in-scope firm should follow its supervisor’s registration requirements even when it has few customers. [3]

    3. Does creating login credentials complete registration

No. Complete the required access and organisation registration stages and obtain approval. Keep the approval and test authorised access. [4,6]

    4. Does the government charge a goAML registration fee

The Ministry states that registration is free. An adviser may charge a separate professional service fee. Check the official instructions before you apply. [4]

    5. Does registration alone make a business AML compliant

No. Maintain customer and beneficial owner checks, risk assessments, monitoring, staff training, records and confidential reporting procedures. [1,2]

No. Article 18 requires reporting without delay when the relevant suspicion or reasonable grounds arise, regardless of value. Assess the facts and apply any additional sector reporting rules. [1]

    7. Can we tell the customer that we filed a suspicious report

Keep reporting decisions confidential and avoid tipping off the customer. Follow the applicable law and internal escalation procedure. [1,2]
